About the Project

In 2014, the Hampton Roads Transportation Accountability Commission (HRTAC) included a Hampton Roads Crossing Study in its list of priority projects, which led to the development of a Supplemental Environmental Impact Statement (SEIS) to evaluate options for this crossing. In December 2016, the Commonwealth Transportation Board approved “Alternative A” as the preferred alternative for this study, laying the groundwork to complete the SEIS and obtain a Record of Decision in June 2017.

Expansion project improvements will occur in the I-64 corridor between Settlers Landing Road in Hampton and I-564 in Norfolk and include adding a third lane and a drivable shoulder to I-64 in each direction.  New twin two-lane tunnels will accommodate four lanes of traffic for a total of eight lanes of capacity across the water and will be constructed as bored tunnels.


Project Leadership

James S. Utterback - VDOT/HRBT Expansion Project Director

James S. Utterback was named Project Director for the HRBT Expansion Project in January 2018 after serving as District Administrator of the Virginia Department of Transportation’s (VDOT) Hampton Roads District for five years. During that time, he led the development and delivery of one VDOT’s largest district construction programs with a total contract value exceeding one billion dollars.  Utterback has been with VDOT for 20 years. In addition to his state service, he served in the U.S. Air Force and U.S. Air Force Reserves for 26 years, retiring in 2010 at the rank of Lieutenant Colonel.  Utterback says he is honored to lead a project that was made possible through unprecedented regional cooperation. “To know that the Hampton Roads region is behind this project 100 percent gives me great satisfaction as our team commits to deliver the Commonwealth’s largest-ever construction contract on time and on budget." - James Utterback

 

Project Funding
hrtac-logo Hampton Roads Transportation Accountability Commission (HRTAC) is the primary funding agent of the project, which is being financed with regional sales and gas tax collections.  Additional funding includes $200 million from the Commonwealth’s SMART SCALE transportation prioritization program (where it ranked first in the following categories: congestion, access to jobs, multimodal access, intermodal access, and travel time reliability), and $108 million from VDOT.

The Virginia Department of Transportation (VDOT) is responsible for building, maintaining and operating the state's roads, bridges and tunnels.  VDOT is the owner of the HRBT Expansion Project.

Hampton Roads Connector Partners, a design-build team, will build the HRBT Expansion Project.  HRCP is a joint venture consisting of multiple partners, with Dragados USA serving as lead contractor and HDR and Mott MacDonald as lead designers. The team also includes Flatiron Constructors, Vinci Construction, and Dodin Campenon Bernard.

Project Stakeholders

The HRBT Expansion Project Stakeholders Committee consists of key community, military, industry and maritime leaders along the 9.9 mile project corridor. These leaders will serve as advisors to the HRBT Expansion team, keeping them abreast of challenges, suggesting solutions, and serving as public ambassadors for the project.  The stakeholders committee meets on a quarterly basis.

Committee members include leadership from the United States Navy, United States Coast Guard, Hampton Roads Transportation Accountability Commission (HRTAC), Hampton Roads Transportation Planning Organization (HRTPO), Hampton Roads Chamber and Peninsula Chamber of Commerce, City of Norfolk, City of Hampton, Hampton Roads Military and Federal Facilities Alliance (HRMFFA), Port of Virginia, Virginia State Police, Federal Highway Administration (FHWA), Virginia Maritime Association (VMA), Huntington-Ingalls and Hampton University.
